Six English-speaking routes to an International Relations degree fit Madison's grades and her family's budget. None of them is in the United States, and the four-year ones will feel surprisingly familiar.
Madison's application strategy
Madison has no fee flip to hunt: as a US citizen she pays international rates everywhere on this list. Her levers are different ones. Structure: Scottish degrees run four years with room to take several subjects before committing, the closest thing in Europe to the US model, and Scotland's universities have taught Americans for centuries. Funding: US federal Direct and Parent PLUS loans, assessed through FAFSA exactly as at home, can be used at Aberdeen and St Andrews, so studying in Scotland does not mean walking away from the US financial aid system. Price spread: the same subject family costs GBP 20,800 a year at Aberdeen and GBP 33,250 at St Andrews, so choosing where matters as much as choosing what. Dublin adds an EU-capital alternative with the same language and a three-to-four-year structure. With a predicted 34 IB points Madison matches Glasgow and Trinity exactly, holds Aberdeen and UCD in reserve, and can attempt St Andrews and Edinburgh as stretches with a plan behind them.

Guideline entry of 28 IB points, six below Madison's prediction, with International Relations taught in combination across the social sciences at a university founded in 1495.
International tuition of GBP 20,800 a year for the Arts and Social Sciences band (2026/27 published rate), the lowest on this list, with living costs in the moderate band. Aberdeen administers US federal Direct and Parent PLUS loans, and US veterans' benefits.
University of Glasgow· United KingdomSolid match
Guideline entry of 34 IB points, exactly Madison's prediction, with strong politics and social sciences in Scotland's biggest city.
International fees are published per programme on Glasgow's own fee pages, so check the exact degree before ranking it. Glasgow living costs sit in the moderate band, cheaper than Edinburgh.
Trinity College Dublin· IrelandSolid match
Guideline entry of 34 IB points, exactly Madison's prediction, at Ireland's oldest university in an English-speaking EU capital.
Non-EU fees are published per programme on Trinity's fee pages. Dublin living costs are high, so budget the city as carefully as the tuition.
University College Dublin (UCD)· IrelandSafe choice
Guideline entry of 30 IB points, four below Madison's prediction, with a broad social sciences faculty and a large international community.

University of St Andrews· United KingdomWorth a stretch
The guideline is 36 IB points, two above Madison's prediction. Entry grades are guidelines rather than hard cut-offs, and St Andrews' International Relations is one of the best-known in the world, with a famously large American community.
Overseas tuition of GBP 33,250 a year for the Faculty of Arts (2026-2027 published rate), the highest on this list, plus small-town living costs at the expensive end. St Andrews participates in the US federal Direct Loan programme, FAFSA-assessed.
A two-point gap is worth an application, not a plan; hold Glasgow and Trinity as the plan.
University of Edinburgh· United KingdomWorth a stretch
The guideline is 37 IB points, three above Madison's prediction, at a capital-city university with world-class social sciences.
International fees are published per programme on Edinburgh's degree finder, and Edinburgh living costs are high. Price the exact degree before deciding whether the stretch is worth it.
Three points is a real gap. Apply only if the list needs a second stretch after St Andrews.
What could change the picture
- ·The funding lever is the quiet one: because Aberdeen and St Andrews administer US federal loans, Madison's family can finance Scotland the way they would finance an American college, through FAFSA. Each university's own US-loans page states what it administers, so that check belongs on every shortlist an American builds.
- ·The price spread inside one country is bigger than most families expect: GBP 20,800 at Aberdeen against GBP 33,250 at St Andrews for the same subject family is GBP 12,450 a year, roughly GBP 50,000 across a four-year degree.
- ·Two more IB points would move St Andrews from a stretch to a solid match and put Edinburgh within one point.
Grades are the one thing on this page you can still change
